"Ex-Trooper, an LDS Bishop, Is Charged With Sex Abuse Thursday, June 28, 2001
BY FRANK CURRERI
THE SALT LAKE TRIBUNE

A recently retired Utah Highway Patrol sergeant and LDS bishop has been charged with sexually abusing a teen-age boy after reportedly confessing the crime to authorities.
Doug Hall, 48, faces one count of forcible sexual abuse for inappropriately touching an unidentified minor who was 14 or older when the incident happened in May or June 1999, according to documents filed Monday in 7th District Court in San Juan County.
County Attorney Craig Halls said the alleged acts "occurred on a regular basis for a couple of years."
Hall, a 22-year UHP veteran, retired June 1 as supervising sergeant at the agency’s Monticello office. Shortly after stepping down, he turned himself into authorities and admitted the crime, which had previously gone unreported by the alleged victim, Halls said.
Robert Flowers, commissioner of the state’s Department of Public Safety, said word of Hall’s alleged crime filled him with "shock" and "extreme disappointment."
Hall had been serving as bishop of a Church of Jesus Christ of Latter-day Saints ward in Monticello for the past year and a half. He was relieved of his ecclesiastical duties after turning himself in and will be officially replaced Sunday, said Monticello Stake President Terry Eardley.
Hall was not serving in the capacity of a bishop or patrolman when the crime occurred, the prosecutor said.
The retired trooper worked in Wendover, Salt Lake City, Moab and Monticello, and had no prior criminal record or on-the-job reprimands, said UHP Sgt. Doug McCleve.
If convicted of the second-degree felony charge, Hall could spend up to 15 years in prison.
Halls said he has asked the Utah Attorney General’s Office to oversee his handling and prosecution of the case because he and Hall have worked together over the years on criminal cases.
He says Hall has already paid a significant price for his alleged confession.
"It’s unprecedented in my experience," said Halls, who has been a prosecutor for 15 years. "I’ve never had a person come in without anybody having an inkling [of a crime] and admit to a second-degree felony. . . . He’s trashed his career. He’s trashed his LDS affiliations. This is a very small community. It takes a lot of guts. . . . He’s going to go through hell."
Hall was originally set to appear July 2 in court, but that date will be rescheduled, Halls said.
In a statement, the church said it had confirmed the alleged victim "is receiving professional counseling to help him heal."
It added that the church "holds its local leaders to the highest standards of moral behavior and was shocked to learn of Douglas Hall’s admission."
After Hall discussed the alleged offense with his stake president, the stake president followed proper procedures, the church added."
